Early life

Chen was born in Taipei on June 6, 1975. From an early age, her mother encouraged her passion for music. Chen is an alumna of Taipei Municipal Jingmei Girls' Senior High School () and National Chengchi University (). "Little School Song" (Chinese: ) is generally thought of as Jingmei Girls' Senior High School's unofficial theme song.

In the 1990s, Chen was both a singer and guitarist in an underground band called Sunscreen (). In 1997, she made her first solo demo recordings. Chen was noticed and lauded by Taiwanese rock musician Wu Bai at a young pub performance. She signed with Rock Records in 1997 and her debut album Think Twice was released in July 1998, when she was still an undergraduate student at National Chengchi University. She graduated from that university with a Bachelor of Philosophy degree.

Chen is heavily involved in community service projects. She was the first female singer-composer to appear on the stage of Taipei Arena. Chen has also appeared on stage with the Taiwanese band Mayday. "I think Cheer is a fantastic lyricist, her songs seem to be a soft knife that looks harmless but the truth is sharp," Mayday's singer Ashin () said of her. The bulk of Chen's songs are in Mandarin Chinese, with occasional English translations. The bulk of her own songs and lyrics are written by her. The bulk of her songs are acoustic guitar, with occasional electric guitar and piano.

The Taiwanese Musician Institute rated Chen's 2002 album Groupies as one of the best albums of all time. Chen left Rock Records in 2003 and has since released her albums on her own. She appeared in advertisements for Lee Jeans in 2004-2005, with Stanley Huang. On her fourth album Peria, she wrote for the commercials. At the 17th Golden Melody Awards, That album received the Best Music Album Producer Award and Best Music Video Award. Chen was also nominated for Best Female Singer and Best Album of the Year. In 2010, she was nominated for another Golden Melody Award for Best Songwriter.

Chen became a Nikon spokesperson in 2009. She appeared in an Adidas commercial with international stars Hyori Lee, David Beckham, and Oasis. She became the Taiwanese market spokesperson in 2011.

Chen released Immortal, her fifth album, in 2009, which was recorded in her bedroom. At the 2009 IFPI Hong Kong Album Sales Awards, Grammy Award winner Bernie Grundman mastered the album and was voted one of the Top ten Best Selling Mandarin Albums of the Year. The album was sponsored by an Asian and Australian tour that lasted until 2011.

Chen created The Verse, a minimalist/experimental music project with producer Tiger Chung, in 2012. She has performed some songs from this collection in her solo performances. In 2013, Chen released Songs of Transience. Sofa Sea, her seventh album after taking a break from music for many years, was released in December 2018.
