Lee came to the United States in 1965 to continue his studies in mechanical engineering at Texas A&M University. He received his doctorate in mechanical engineering with the specialization in fluid mechanics in 1969 and became a U.S. citizen in 1974. He was employed at industrial and government research firms before he moved to New Mexico in 1978. He worked as a scientist in weapons design at Los Alamos National Laboratory in applied mathematics and fluid dynamics from that year until 1999. He created simulation software for nuclear explosions, which were used to gain scientific understanding and help maintain the safety and reliability of the US nuclear weapons arsenal.

According to the study, at least one of the scientists who worked at Los Alamos and later switched to China had a top-secret 'Q' level security clearance from the Department of Energy. Since 1987, congressional Republicans have requested an investigation into the allegations that at least 162 scientists who worked at Los Alamos National Laboratory in New Mexico returned to China to help a variety of domestic research and development initiatives' between 1987 and 2021. It's the latest troubling development that has seen the Chinese Communist Party trying to extend its clout in the United States. The Republicans have also requested that China purchase farmland near military bases in North Dakota. Weapons research is one of the programs that the former US-based scientists are reported to have been working on since returning to China.
