Paul grew up in Manor House, North London, attending Clissold Park Secondary School, Hackney, from the age of 11. In "The Destructors," a 1975 episode of the television show Shades of Greene, he appeared as a member of a family. He began attending the Anna Scher Theatre School at the age of 14. He appeared in the film Bugsy Malone at 14 and in an episode of the police drama The Sweeney at the age of 16. Paul Ross appeared in Trevor Preston's pioneering crime drama Out in 1978. He played convict Betts in the re-make of the tense borstal film Scum a year later. Betts' character was prominent in the film, although he was the only one seen to be published for his wedding, albeit temporarily.

He spent much of the 1980s on stage, with the Royal Shakespeare Company, and was instrumental in Going Out, a drama about a group of teenagers in Portsmouth. In 1984, he appeared in the 'lukewarmly' received ITV sitcom Tripper's Day. This was the last television work done by the renowned British actor Leonard Rossiter before his sudden death. Set in a supermarket. When it was re-cast with Bruce Forsyth two years ago and renamed Slinger's Day, Paul stayed in the series. In 1989, he appeared as an arson suspect in Inspector Morse's tenth episode.

He began The Bill, a long-running police series, in 1989, as PC Dave Quinnan. In the episode titled "Missing, Presumed Dead," he had appeared as a witness to a murder in series 3 before. Quinnan was given a number of important plot lines when the series began to rely more on the officers themselves rather than on crime. They included being stabbed and battered by a youth group, falling in love, having an affair with a colleague's girlfriend, and then marrying her after the incident became public), and then having an extramarital relationship with PC Polly Page, played by Lisa Geoghan. After successfully doing undercover work, the actor was subsequently transferred. This decision was connected to Paul's decision to leave The Bill after 13 years.

He briefly appeared Maxwell Moon in the famous BBC soap opera EastEnders before going on to be a regular cast member in Where the Heart Is, playing Billy Boothe until the show was cut in 2006. Dracula and City Homicide were among his guest stars. In 2014, Lewis appeared in the ITV and ITV3 version.

Paul first appeared on Coronation Street in June 2015 as the brewery employee Dan Jones, a love interest for Liz McDonald.

He made a guest appearance in Casualty on October 29, 2016. In 2017, he appeared in Episodes' fifth and final season. Joe Dozier, a tobacconist/drinker/wife beater who was part of an embedded spy team in Oxford, appeared in an episode of ITV's Endeavour titled Quartet in 2018. This role makes him one of the few actors to have appeared in all three Inspector Morse TV series.
