Authorities are allowed to detain suspects for 24 hours before presenting them before a judge, according to a member of a committee on journalist protection, when officials determine that coverage is unfavorable.' Since being arrested of rape, the diplomat who escaped out of police detention in New York City by invoking his privileges has returned to South Sudan. After being arrested by the NYPD, Charles Dickens Imene Oliha, 46, returned to his home country this week. South Sudan's government released a statement today announcing that he had been recalled. He has been barred from his service pending the probe into the rape allegations. Oliha was seen getting out of alcohol in the street in a video obtained solely by DailyMail.com. He was often out drinking, according to neighbors, and no one knew he could hold such a high profile.
