Kyle Mullen's death last year, which has been in the works for months, was a deciding factor in the announcement. Mullen collapsed and died of acute pneumonia just hours after completing the SEALs' grueling Hell Week test. Mullen, a man from Manalapan, New Jersey, died 'in the line of duty, not due to his own negligence,' according to a study.' Although experiments revealed no evidence of improvement in his system, a study by the Naval Education and Training Command found that he was not screened for any steroids because the required blood and urine samples were not available, and that multiple vials of narcotics and syringes were later discovered in his vehicle. Starting in November, the Navy will begin randomly testing steroids and other performance-enhancing drugs, a development that military leaders had long opposed.
