Club career

Rossiter was born in Liverpool, Merseyside, and began playing football in the Anfield junior league at the age of three or four. He was a child in Liverpool at the age of 6 and first represented the academy at U6 level. On his 15th birthday, he made his Liverpool U18s debut on his 15th birthday. Rossiter, who was 15 years old on his U19 debut in a NextGen series match against Inter Milan, was compared to Liverpool captain Steven Gerrard. Rossiter, 16, became a regular fixture of Liverpool's U21 Premier League team and received the Academy Player of the Year award at the end of the season.

Rossiter travelled regularly with the first team squad in 2013-2014 and was named on the bench for the first time during a Premier League match against Chelsea on December 29th. In the New Years Day victory over Hull, he earned a seat on the bench.

Rossiter scored his first goal for the club against Middlesbrough in the third round of the League Cup on Saturday on September 23, 2014, becoming Liverpool's second youngest goalscorer behind Michael Owen. Rossiter was an unused substitute in the second round of the League Cup against Swansea, which Liverpool beat Swansea 2–1 thanks to Dejan Lovren's late header in injury time on October 28. In the Reds' 1–0 league victory over Sunderland at the Stadium of Light on Monday, he was also on the bench. In Liverpool's 1–1 draw against Chelsea in the League Cup semi final 1st leg on January 20, 2015, he was an unused replacement. Rossiter sustained an ankle injury in a FA Youth Cup match against Birmingham City on February 2nd, leaving him on the sidelines for the remainder of the season.

Rossiter was selected in Liverpool's 30-man squad for their pre-season tour of Thailand, Australia, and Malaysia on July 11, 2015. Rossiter had been a valuable member of Liverpool's first squad, and he would not be leaving the club on loan, according to Brendan Rodgers. Rossiter made his league debut on August 24th as the 76th-minute replacement for Lucas Leiva in an away match against Arsenal at the Emirates Stadium.

Rossiter made his European debut for the club against Bordeaux on September 17th, 2015. He started the game and played for 80 minutes before being replaced by Cameron Brannagan. The match was 1–1.

Rossiter sustained a hamstring injury while on international service, according to an article on October 16th. Jürgen Klopp, the manager of Liverpool, later revealed that he was not expected to return to action until mid-November. Rossiter returned from injury in December when playing in a Europa League match against Sion, but his hamstring was strained once more during the match, resulting in another long time on the sidelines. On May 6, 2016, reports claimed that he would leave Liverpool at the end of the season to join Rangers.

Rossiter had signed a pre-contract contract to join the club on a four-year contract before his Liverpool deal came to an end this summer. Rangers have agreed to pay Rossiter's old club a £250,000 development fee. Rossiter made his Rangers debut as a second-half replacement against Stranraer in the League Cup on July 25, 2016. Rossiter sustained a calf injury at the end of August and was out for nearly four months, despite Rangers manager Mark Warburton's assertion that he was "7 to ten days away" on several occasions. Rangers sent Rossiter south to receive medical attention at England's St George's Park National Football Centre for a lower back injury that was causing recurring calf and hamstring injuries in February 2017.

Rangers boss Pedro Caixinha announced that Rossiter will be fit to start pre-season training in May 2017, after eight months of injury. He appeared in the early stages of Rangers' season, including once against Progres Niederkorn before being ruled out for the bulk of the season. In a 5–5 draw with Hibernian on May 13, he scored his first goal for the club.

Rossiter joined Bury on loan for the remainder of the season on January 31. In a 1–1 draw against Port Vale soon after Bury had secured promotion, he scored his first and only goal for the team on the last day of the season.

Rossiter joined Fleetwood Town on a season long loan on July 8, 2019.

Rossiter signed a one-year contract with the option to extend a year. Rossiter missed the game due to an injury suffered in November 2019, but he was back to the first team in an EFL Trophy tie a month later.

Rossiter's contract with the club ended in March 2021, extending his deal until the summer of 2023. Rossiter was appointed club captain ahead of the 2021–22 season. Rossiter appeared only ten times before an injury in October 2021 ruled him out for the remainder of the season, but Fleetwood survived relegation on the final day.

Rossiter joined Bristol Rovers on a two-year contract for an undisclosed fee, ties back to Joey Barton, the manager who had signed him before at Fleetwood. Rovers lost by 2–1 to fellow promoted side Forest Green Rovers on the first day of the season. Rossiter made his debut on the first day of the season. Rossiter was banned from three games for violent conduct after admitting to an FA charge relating to an FA charge relating to an FA game involving a draw with Shrewsbury Town in August 2022.

International career

Rossiter has served for England at U16, U17, U18, and U19 levels. He captained England U16 as they triumphed the 2012 Victory Shield. Rossiter was named as one of the England U17 squad's "fab four" Liverpudlian players in November 2013. Rossiter played for England U17 in the 2014 Algarve Tournament, with England finishing second to Germany after a 1–0 loss in the final round.

Rossiter earned his first England U18 call-up against the Netherlands in September 2014, and he made his U18 debut in a 4–1 triumph. Rossiter received his first call up to the England U19 team on August 27th and played 90 minutes in a 3–2 away win over Germany.
