John Ramsay Swinney (born 13 April 1964) is a Scottish politician who serves as Deputy First Minister of Scotland and Cabinet Secretary for Education and Skills.
He served as Cabinet Secretary for Finance, Constitution, and Economy, but as a result of the increase of the Scottish Parliament's financial powers, the position was split into two posts in the second Sturgeon government.
He is also a member of the Scottish Parliament for Perthshire North, having previously represented North Tayside (1999-2011).
Early life
John Ramsay Swinney was born in Edinburgh on April 13, 1964, the son of Kenneth Swinney, a garage manager, and Agnes Weir Swinney (née Hunter). When he was serving with the Royal Marines in World War II, his uncle Tom Hunter was given the Victoria Cross. Ramsey and Mary Hunter, his maternal grandparents, were from England and moved to Edinburgh in the 1920s.
He attended Forrester High School before attending Edinburgh University, where he earned a Master of Arts Honours degree in politics in 1986. Swinney served as a research officer for the Scottish Coal Project from 1987 to 1988, a senior management consultant with Development Options from 1988 to 1992, and a strategic planning principal for Scottish Amicable Building Society from 1992 to 1997.
In 1979, Swinney joined the Scottish National Party (SNP), citing his dissatisfaction with the way Scotland had been depicted by television commentators at the Commonwealth Games. He was quickly recognised as the Young Scottish Nationalist, the Young Scottish Nationalist, a prominent figure in the party's youth wing, but now called the Young Scots for Independence (YSI). He served as the SNP's Assistant National Secretary before becoming the National Secretary in 1986 at the age of 22.
He served as the national secretary until 1992, then vice convenor, and then senior vice convenor (deputy leader) from 1992 to 1997. Margaret Ewing's aspiration to become the SNP leader at the time of the 1990 leadership contest, but this did not stop him from becoming politically close to the man who went on to win the race, Alex Salmond.
Personal life
From 1991 to 1998, Swinney was married to Lorna King. Judith and Stuart had two children together, Judith and Stuart. After the Daily Record revealed that King had an affair with a married nursery teacher, the couple divorced in 1998. Elizabeth Quigley, a BBC Scotland News reporter, married him in 2003. Matthew was the third child of Swinney's third child in 2010. They live in Blairgowrie, Perth and Kinross.
Early political career
At the 1997 general election, he was elected as Member of Parliament (MP) for the Tayside North constituency, and in 1999 he was elected to represent the same area at the Scottish Parliament.
He stood down as a Westminster MP at the 2001 general election in order to avoid splitting his time, in line with all of his colleagues who found themselves in a similar 'dual mandate' position.
In 1999, Swinney was elected to the 1st Scottish Parliament, representing the North Tayside constituency. In Salmond's opposition cabinet, he served as the Spokesman on Enterprise and Lifelong Learning. He also served on the Parliament's Finance Committee and was the Convener of the Enterprise and Lifelong Learning Committee.
