Walters was born in Boston, Massachusetts, and grew up in Marblehead, Massachusetts. After graduating from high school, he attended New York University and studied film for two years, as well as studying at The Actors Space in New York City.

He was discovered at a bank by a casting agent who placed him in three high-profile advertisements for Levi's 501 Jeans while attending college. He then moved to Los Angeles to pursue an acting and musical career. He appeared on Everyday Heroes in a little bit. His film debut came in 1991 with the film Shout starring John Travolta, Heather Graham, and Gwyneth Paltrow. On the Shout soundtrack album, Walters performed "Rockin' the Pad."

Aaron Spelling led Walter Walters on the Fox show The Heights in 1992, in which he also performed "How Do You Talk to an Angel." On November 14, 1992, the single debuted at number one on the Billboard Hot 100. It was also nominated for an Emmy Award for "Outstanding Individual Achievement in Music and Lyrics." (About Liza Minnelli received the award) The show was cancelled by Fox, but it launched Walters' career as Atlantic Records became involved in him and signed him to a recording contract.

He began playing Ray Pruit on Beverly Hills, 90210, in October 1994; he was Donna's musician-boyfriend (played by Tori Spelling), a role he portrayed for one season.

Walters' self-titled debut album Jamie Walters was released on September 20, 1994. "Hold On" the album's first single, debuted at number 16 on the Billboard Hot 100 and at number 76 in Australia. The album was certified platinum after it was released in over 1 million copies.

He debuted his second album Ride in 1997. It was labeled gold. Believed, a third album, was released in 2002. In 2009, he appeared in Confessions of a Teen Idol, a VH1 reality show in which former teenage idols attempt to resurrect their careers. In 2002, he became a firefighter and paramedic.
