Ivan Milat-Luketa was born in Blato, Croatia, on January 7th, 1922. He went to Dubrovnik, where he finished primary and grammar schools shortly after his father died. He studied sculpture and painting at the Academy of Art in Zagreb in 1945. He attended Oton Postrunik's class. He has received several awards and accolades for his artistic creations.
