In the HBO series Game of Thrones and Andrea Bocelli's biopic The Music Of Silence, he is best known for his portrayal of Trystane Martell.

Sebastian was born in Oxford but he and his three siblings grew up in Andalusia, Spain. (all actors): Florence, Arabella, and Rafaela. Clinton Pugh, his father, is a restaurateur and designer. Deborah, his mother, is a dance instructor.

In 2008, Sebastian appeared on television as a contestant on Orange unsignedAct. Sebastian appeared as a singer-songwriter, performing his own songs as part of a competition to win a £60,000 recording contract, but did not make it to the final. Following the show, he left school for a multi-year contract with A&M records (Universal) and spent years in London, Los Angeles, and Nashville, where he produced his debut album with award-winning country producer Chris Lindsey.

After the Darkness, he landed his first acting role in the film. He appeared in The Red Tent as Re-mose in Barely Lethal (alongside Hailee Steinfeld, Sophie Turner, and Thomas Mann) as Cash Fenton. Sebastian made five original songs to the soundtrack for the same film.

Sebastian was cast in the fifth season of Game of Thrones as Trystane Martell in 2015. "We knew Toby better because he'd done a lot of music stuff in the past, but he has a really romantic feel that just worked," Game of Thrones casting director Nina Gold later explained.

In the biopic The Music of Silence, Sebastian played Andrea Bocelli, as well as Antonio Banderas and Jordi Molla directed by Academy Award nominated director Michael Radford.

Sebastian appeared in the documentary Trade Paint (also known as Burning Rubber) a sports film starring John Travolta, Michael Madsen, and Shania Twain, produced by Karzan Kader, in 2017.

Sebastian released Hamliar, a producer associated with artists like Dido, Paolo Nutini, and Ed Drewitt, on 2019.
