Early life
Julie Kitaen was born in San Diego, California, in 1961, the eldest of three children born to Linda Kitaen (née Taylor), a housewife and one-time beauty pageant contestant, and Terry Kitaen, an employee of a neon sign company. Kitaen's mother was of Scottish and Irish descent, while her father was of Russian-Jewish origins.
Kitaen was raised in the Jewish faith. At the age of 12, she began using the word "Tawny" on her own initiative. She had trouble with dyslexia as a child, leading to her to drop out of Mission Bay High School. She attended Frampton's girlfriend Penny's VIP treatment at Balboa Stadium at the age of 14 and aspired to replicate it for herself.
Personal life and death
During and after high school, Kitaen dated Ratt guitarist Robbin Crosby. When Crosby was in the band Phenomenon, they fell in together as teenagers.

Acting career
Kitaen began her acting career in 1983 with a small part in the television film Malibu. In 1984, she starred in the Land of the Yik-Yak, also known as Gwendoline.
