De Heer was born in Heemskerk, the Netherlands, but he migrated to Sydney when he was eight years old.

In Sydney, he attended the Australian Film, Television, and Radio School.

Vertigo Productions, a Melbourne-based company, is headquartered.

De Heer's main focus is on alternative or arthouse films.

De Heer has been honoured with co-producing and directing Dingo, the only motion picture in which jazz legend Miles Davis appears as an actor, according to the jacket notes.

Miles Davis worked with Michel Legrand on the score.

He is the subject of the book "Dutilt, Australia Auteur": Rolf de Heer's Films (first edition – Saarbrücken, Germany: VDM, 2009).
