He was the leader of the crime family in terms of gambling, loan sharking, and extortion.
Merlino, in comparison to other traditional mob bosses who shunned the limelight, worked on a regular basis with the media and the public.
He is the son of a deceased Philadelphia crime family under the custody of underboss Chuckie Merlino. He was found guilty of many RICO offences, including racketeering, unlawful gambling, and extortion.
Since being released from federal jail, the FBI and organized crime reporters believe he continues to work the Philadelphia-South Jersey Mafia.
Merlino denies this, saying he was released from a life of crime.
