Edgar Savisaar Life

Edgar Savisaar (born 31 May 1950) is an Estonian politician and one of Estonia's founding members of the Popular Front and the Centre Party.

He has been serving as the acting Prime Minister of Estonia, Minister of Interior, Minister of Economic Affairs and Communications, and former Mayor of Tallinn.

Early life and parents

Savisaar was born in 1950 in the Harku Prison. Elmar Savisaar (1911-1970) and Marie Savisaar née Bure (1912–1984) from Vastse-Kuuuste, Tartu County, were both arrested in 1949 for refusing collectivization. The demonstrations, which had culminated in physical war, had started when kolhoz demonstrators arrived to nationalize Savisaar's two cows (named Marja and Oksa), a pig, a horse drawn hay rake, a spring-tooth harrow, and other farm equipment. Elmar was sentenced to 15 years in prison (freed in 1952) and Marie for five years (freed in 1950).

Education

Savisaar continued his studies at the University of Tartu after graduating from high school. He earned a degree in history in 1973 and graduated from the university. In 1980, he wrote his candidate thesis on the topic "Social Philosophical Foundations of the Club of Rome's Global Models."

Personal life

Edgar Savisaar has been married three times and is the father of four children. Erki Savisaar, who is a Centre Party politician, has been involved in his son's rise to Kaire Savisaar's marriage. He has two children, Maria and Erki, who are related to Liis Remmel (then Liis Savisaar). Vilja Toomast (then Vilja Savisaar), who is also an Estonian politician, was married in Vilja Toomast's last marriage. Rosina, their daughter, was born. In December 2009, the couple announced their separation and divorce.

Savisaar was hospitalized in March 2015 after an outbreak of Streptococcus bacteria in his right leg, which needed to be amputated above the knee. On a trip to Thailand, he contracted the disease.

Enno Tammer, an Estonian investigative journalist, has argued in his book "Mälu vs. Im" that Elmar Savisaar is not Savisaar's biological father because Elmar was arrested on August 8, 1949. Savisaar may not be eligible for Estonian citizenship if she was born by someone other than his Estonian father, Tammer went on to say that.

Career

Savisaar served in the Soviet Estonian government departments that were involved in economic planning from 1980 to 1988. He was the academic director for the consulting firm "Mainor" from 1988-1989.

He co-founded the Popular Front (Rahvarinne), the first political mass group in Soviet Union outside of the Communist Party founded in April, which became the first political party outside of the Communist Party after 1920. The Popular Front, which started out as a way to support Perestroika, soon invented notions of Estonian national independence and initiated the Singing Revolution movement. Several other events contributed to the dissolution of the Soviet Union.

He was elected Vice Chairman of the Council of Ministers of Estonian SSR in 1989, as well as the Head of the State Plan Committee. In 1990, he was the Minister of Economic Affairs. He was named Chairman of the Council of Ministers on April 3rd, 1990. On August 20, 1991, Estonia's first Prime Minister became the first Prime Minister of Estonia. His government was in office until 29 January 1992, when he resigned due to additional problems and a continuing decline in the economy. Hyperinflation and an ever-increating deficit of products marked the bulk of his government's time. The introduction of "purchase cards" and ration stamps was a hit. Due to a fuel shortage, preparations were made to evacuate the dormitory areas of Tallinn in the winter 1991-1992. People waited for hours in the bread queues on December 31, 1991, and many people were then left homeless. Butter began to disappear from the shops in January 1992. Savisaar won a vote of non-confidence, being mainly supported by his Popular Front, left-wing parties, and the Intermovement, but then had to cancel due to the inability of to establish a state of emergency. Under Tiit Vähi's reign, he was replaced by a technocratic government.

Savisaar was the Vice-Speaker of the Estonian Parliament from 1992 to 1995 (Riigikogu). He served as the Minister of Internal Affairs from 17 April to May 1995. The entire government faltered when he was accused of recording private conversations of other politicians. Despite the fact that his participation in the recordings was never confirmed, he has announced his decision to leave politics. However, he took part in the 1996 Riigikogu election as the chairman of the Tallinn City Council and was also the chairman of the Riigikogu. The return to the Centre Party leader's role sparked a split, as some leading figures were dissatisfied with Savisaar's leadership style, which led to the establishment of Arenpartei. He was mayor of Tallinn from 2001 to 2004. He was appointed Minister of Economic Affairs and Communications in the new government of Prime Minister Andrus Ansip on April 11th, 2005, and served in the post until March 2007. He has been mayor of Tallinn, Estonia's capital, since 2007.

Edgar Savisaar and Villu Reiljan, a former member of the Estonia People's Union, joined Arnold Rüütel's candidacy in August-September 2006; however, Toomas Hendrik Ilves was elected by Savisaar, who attributed to allegations of hostile media and partisan legislators. The winner of Savisaar declined to praise him.

In 2016, the discussion around selecting a new leader in the Centre Party soared, and a special party congress was scheduled for November. Jüri Ratas was the first to announce his candidacy, after which four others followed, including Yana Toom. Despite Savisaar's first tweeting of his candidacy, he later revealed that he did not vote in the leadership race and instead praised Toom.

Savisaar has published four books. He has been awarded the Order of the National Coat of Arms 2nd Class in 2001 and 1st Class in 2006 from Estonia, as well as the Order of the Three Stars 2nd Class from Latvia in 2005.
