Carl Bert Albert (1908–February 4, 2000) was an American lawyer and politician who served as the 46th Speaker of the United States House of Representatives from 1971 to 1977, and he represented Oklahoma's 3rd congressional district from 1947 to 1977 as a Democrat. Albert, who stood at 5 feet 4 inches (1.63 meters), was affectionately referred to as the "Little Giant from Little Dixie" and held America's highest political office.

Early years, education
Albert was born in McAlester, Oklahoma, the son of Leona Ann (Scott) and Ernest Homer Albert, a coal miner and farmer. His family immigrated to Bugtussle, a tiny town just north of McAlester, shortly after his birth. On his father's farm, he grew up in a log cabin. He excelled in debate, was president of the student body, and he was crowned the national high school oratorical competition, earning a trip to Europe. During this period, he was an active member of his local Order of DeMolay Chapter; he is a member of the Order of DeMolay Hall of Fame. Albert later petitioned his local Masonic Lodge and became a Freemason. In 1927, he enrolled in the University of Oklahoma. He studied political science and won the National Oratorical Championship in 1928, winning an all-expense trip to Europe. He earned enough money to finance the remainder of his undergraduate education by serving in the college registrar's office and serving in the Reserve Officers' Training Corps. He was an outstanding amateur wrestler, a Kappa Alpha Order member, and a RUF/NEKS member while at Oklahoma. He graduated Phi Beta Kappa in 1931 as the best male student in Oxford and then completed the Rhodes Scholarship at the University of Oxford. Before returning to the United States in 1934, he earned a Bachelor of Arts in jurisprudence and Bachelor of Civil Laws from St Peter's College. In 1935, he began a law practice in Oklahoma City. He worked for a number of oil companies in leasing jobs until World War II began.
Personal life
Carl Albert married Mary Harmon in 1942; they had a son and a daughter. Charles W. Vursell, his cousin, served in Congress as a representative of Illinois from 1943 to 1959.
