However, the governor of Tokyo has advised the city's residents to wear turtleneck jumpers in order to minimize electricity use in the winter. According to Yuriko Koike (pictured), turtlenecks could help to reduce energy bill rises. Staff in Tokyo's government department will be encouraged to wear the jumper to lead by example for the rest of the world.
