Abdul Rauff Hibbathul HakeemMP (born 13 April 1960) is a Sri Lankan politician.

He has been a member of Parliament from Kandy's Electoral District since 2010.

Hakeeem is the head of the Sri Lanka Muslim Congress (SLMC), a member of the United National Front for Good Governance (UNFGG).

Early life and education

Hakeem was born in Nawalapitiya, Kandy District, on April 13. He was educated at Royal College in Colombo and attended the Sri Lanka Law College, receiving oaths as an attorney-at-law. He later obtained a LL.M. From the University of Colombo, you can obtain a degree.

Hakeem is married to Shanaz (Shahnaz), the owner of an ice cream parlour in Colombo.

Political career

When Hakeeem wasn't working in Faisz Musthapha's chambers, M. M. Ashraff, founder and leader of the Sri Lanka Muslim Congress (SLMC), met M. H. M. Ashraff.

In 1988, Hakeem joined the SLMC. He served as the party's general secretary from 1992 to 2000 and represented it at the All Party Conference from 1991 to 1993. The SLMC formed a political alliance with the main opposition Party in 1994 ahead of the 1994 legislative election (PA).

Hakeem was elected as a member of the Sri Lankan National List after the 2010 general election. Following the PA's victory, the SLMC joined the new administration. Ashraff was named Minister of Shipping, Ports, and Rehabilitation, and two other SLMC MPs became deputy ministers, but Hakeem became the Deputy Chairman of Committees.

By 2000, SLMC-PA relations had been tense. Ashraff formed the National Unity Alliance (NUA) in 1999, with the intention of establishing a "united Sri Lanka by 2012." Ashraff was killed in a mysterious helicopter crash on September 16, 2000. Hakeem, one of the NUA's candidates in Kandy District, ran in the 2000 parliamentary election. He was elected and re-entered Parliament. After the election, he was named Minister of Internal and International Trade Commerce, Muslims Religious Affairs, and Shipping Development.

Following Ashraff's death in September 2000, Hakeem became the SLMC's "thesiya thalaivar" (national leader), but there was a power struggle between Ashraff and Hakeem for the group's leadership. President Chandrika Kumaratunga barred Hakeem from the cabinet in June 2001. As a result, Hakeem and the majority of SLMC MPs were omitted from the PA. However, Ferial Ashraff, the NUA's leader, remained in the PA.

The Hakee led SLMC joined the United National Front in October 2001 (UNF). Hakeem is one of the UNF's top candidates in Kandy District, 2001. He was elected and re-entered Parliament. After Hakeem was elected Minister of Ports Development and Shipping in the UNF, the UNF defeated the PA in the election.

Hakeem ran in the 2004 parliamentary election as one of the SLMC's candidates in Ampara District 4. He was elected and re-entered Parliament. He had to resign from his cabinet position after the UNF was shattered by the newly formed United People's Freedom Alliance (UPFA).

The SLMC joined the UPFA in January 2007. Hakeem was rewarded by being named Minister of Posts and Telecommunications. In December 2007, the SLMC joined the UPFA for the final time. In April 2008, Hakeem resigned from Parliament to run in the provincial council election. He ran in the 2008 provincial council election in Trincomalee District and was elected to the Eastern Provincial Council (EPC). After the UNF struggled to gain control of the EPC Hakeem, Hakeem resigned in July 2008 and was named as a UNF National List Member.

Hakeem, one of the UNF's candidates in Kandy District, ran in the 2010 general election. He was elected and re-entered Parliament.

The SLMC joined UPFA in November 2010 when it was announced. Hakeem has been voted Minister of Justice for his service.

In December 2014, the SLMC moved to the UPFA to help common opposition candidate Maithripala Sirisena in the presidential race. Hakeem was voted out of the cabinet by President Mahinda Rajapaksa. Hakeem was rewarded by President Sirisena's appointment of Urban Planning, Water Supply, and Drainage following the 2006 election.

The SLMC joined other anti-Rajapaksa groups in July 2015 to form the United National Front for Good Governance (UNFGG) to run in the parliamentary election. At the 2015 parliamentary election, Hakeem was one of the UNFGG's candidates in Kandy District. He was elected and recalled Parliament. Since the election, his cabinet was renamed Minister of City Planning and Water Supply.
