In both sports, he holds the national and national junior records. In the 60 meters, he is both the European junior record holder and national junior record holder. After Usain Bolt's 19.93 seconds, his 200 meters time is the second fastest by a junior athlete. For his 2009 successes, he came in second in the men's European Athletics Rising Star of the Year Award.
The IAAF initiated a transfer delay in April 2011, effectively baning Guliyev from representing any country other than Azerbaijan until April 2014. While his home federation retained Azerbaijan internationally, the runner argued that the preparation and financial aid he received in Turkey was critical, and that the people, language, and culture were very similar between the two countries. Following discussions with the Azerbaijan Ministry of Youth and Sports, Guliyev reported that he did not wish to compete for Azerbaijan. Azad Rahimov, Azerbaijan's Minister of Youth and Sports, explained that this by Guliyev's inability of a young athlete and expressed doubt that Guliyev's representation of Turkey in the 2012 Summer Olympics would be fruitful.
He completed the 200 meters run on September 8, 2015, as part of the Hanekovi Memorial in Zagreb, which took place in 19.88. At the time, he was ranked No. 34th best performer of all time and #6 for 2015.
He won the men's 200 meter race at the London 2017 IAAF World Championship in a time of 20.09.
Following his meteoric success, he said, "I would have probably quit athletics a long time ago if not for Fenerbahçe." All of my success are due to my team.
He won the gold medal at the 2018 European Championships in 19.76 seconds, a new championships record.
