However, he was released the next day from prison on 'nonmonetary bail.' Despite pre-trial services' recommendation that the man not be released, Judge Orenstein decided to release Cepeda on bond. It never should have come to this point, according to district attorney Steve Zappala of WPXI-TV. 'This is not what we signed up for,' he said. In a tweet from last week, the District Attorney's Office said they did not know Judge Orenstein's decision to dismiss Cepeda. Now that we are aware of this, we are taking steps to have it reviewed by a higher court and reverse,' the tweet reads.
