Rep. John Tilley, a former Kentucky state senator and attorney, has been arrested and charged with first-degree rape. Tilley, 53, was booked into the Lexington-Fayette Urban County jail on Monday morning. Tilley is accused of having sex at a Lexington hotel with a woman who was unable to give permission because she was too drained to do so.
