Political career

In Moque, Mexico, where he ran as an outsider with the APRA party in 2006, barely missing the presidential race in 2006. Vizcarra's "Moqueazo" protested unequal mining payments to the people in 2008. He traveled to Lima to cover the crisis, advising the Peruvian Council of Ministers that the payment issue should be addressed and that legislation should be changed as a result. Vizcarra's latest political aspirations were ignited by this event.

Vizcarra was elected governor of Moqueque in 2010 and served as Governor from 1 January 2011 to 31 December 2014. During his tenure, socioeconomic indicators increased and he avoided corruption, which was an achievement that The Washington Post described as "one of Peru's rare examples." He also mediated another mining dispute between Anglo American and locals worried about potential drinking water contamination by a new copper mine, playing a significant role in the resolution of the conflict. Vizcarra served as governor from 2014 to 2015.

Vizcarra was elected into the office of First Vice President of Peru in the 2016 general election, running alongside Peruvian Senator Pedro Kuczynski of the Peruanos Por el Kambio party Pedro Pablo Kuczynski. He was also charged with serving as Minister of Transportation and Communications shortly after being elected.

Vizcarra served as Minister of Transport and Communications for about a year. He was charged with coping with a string of floods that devastated much of Peru in late 2016 and early 2017.

Vizcarra has canceled several jobs until the Comptroller's Office investigated the cause, citing allegations of bribery and bureaucracy surrounding the construction of the Chinchero International Airport in Cusco. Vizcarra resigned as minister after being attacked by political opponents and being summoned to testify hours about the scheme, all while being tasked with rebuilding after the disaster impacted Peru. The Comptroller General Edgar Alarcón, a short time after his departure, recommended legal action against ten officials concerned with the airport's construction.

Overall, analysts said that Vizcarra's performance as Minister was encouraging, but that the Fujimori family's political forces, known as Fujimoristas, was hindered.

After resigning from the previous service, he was appointed to be the Peruvian Ambassador to Canada, avoiding public interest. He only returned to Peru after the first impeachment hearings against President Kuczynski, who returned to Canada shortly afterwards.
