Political career
In Moque, Mexico, where he ran as an outsider with the APRA party in 2006, barely missing the presidential race in 2006. Vizcarra's "Moqueazo" protested unequal mining payments to the people in 2008. He traveled to Lima to cover the crisis, advising the Peruvian Council of Ministers that the payment issue should be addressed and that legislation should be changed as a result. Vizcarra was elected governor of Moqueque in 2010 and served as Governor from 1 January 2011 to 31 December 2014. The Comptroller General Edgar Alarcón, a short time after his departure, recommended legal action against ten officials concerned with the airport's construction.
Overall, analysts said that Vizcarra's performance as Minister was encouraging, but that the Fujimori family's political forces, known as Fujimoristas, was hindered.
After resigning from the previous service, he was appointed to be the Peruvian Ambassador to Canada, avoiding public interest. He only returned to Peru after the first impeachment hearings against President Kuczynski, who returned to Canada shortly afterwards.
