Harsha de Silva (born 30 August 1964) is a Sri Lankan economist and politician.
He serves as the Non Cabinet Minister of National Policy and Public Distribution and previously served as the Deputy Minister of Foreign Affairs in Sri Lanka as the former State Minister of National Policies and Economic Affairs.
Early life
He studied at Royal College Colombo and obtained a BS in Business Management from Truman State University in 1988. In 1993, he earned his MA and PhD in Economics at the University of Missouri. In 2006, he was an Eisenhower Fellow in an executive course on evaluating social services at MIT.
Banking career
He worked for the DFCC Bank as an economist, becoming the bank's chief economist and treasurer. He was co-founder and joint Managing Director of The Nielsen Company.
He was put in charge of "Economic Diplomacy" of the government and was a promoter of economic liberalization and trade pacts. He is a promoter of major trade deals and a promoter of Sri Lanka's accession to the TransPacific Partnership.
He was the main backer of the Indian-aided initiative to develop a modern EMT and Ambulance service in Sri Lanka. De Silva suggested an emergency medical service after India gave Sri Lanka a gift in honor of Prime Minister Ranil Wickremesinghe's visit, as well as the encouragement of doctors. Wickremesinghe also supported it, leading India's GVK Emergency Response Institute to provide ambulances and paramedics with training, as well as donating ambulances and giving 7.5 million dollars to begin the service in Colombo and Galle.
Political career
In the 100-day government, he was the Deputy Minister of Strategic Planning and Economic Development. He was first recognized as a media personality who hosted talk shows on topics relating to growth and foreign affairs. He expressed his opposition to the previous government's economic policies. In 2016, he was instrumental in the establishment of the Suwa Seriya Ambulance Service.
