The existing four-story 1980s building that houses Marks and Spencer and other stores will now be replaced by a five-story office block, complete with roof terrace and courtyard. Many people who will be evicted by the new building have expressed reservations about privacy. Paul Velluet, an And heritage specialist, had predicted that the planned development would have'seriously negative' effects on the nearby conservation areas. However, members of the Conservative-run Kensington and Chelsea Council's planning committee accepted the proposals at a meeting yesterday. However, authorities have given the developers additional conditions, including the fact that proposed terraces for the new building either have obscure balustrades or are only accessible for maintenance.
