Early life
Duggan was born in Cooroy, Queensland, and attended Noosa District State High School. She then attended the University of Fine Arts in Canberra, where she received the Bachelor of Fine Arts degree. She earned a postgraduate diploma in teaching at the University of Sydney later in life. She went on to teach Visual Arts and was the head instructor of creative and performing arts at Galston High School in Sydney.
