TMZ reports that Toliver, 29, received a citation for driving under the influence early Tuesday morning but was never taken to jail.  Toliver was stopped by police after he was allegedly observed speeding nearby Los Angeles' San Fernando Valley. Authorities suspected the musician may have been impaired while he was driving, TMZ reports.
