The DOJ has tentatively agreed to pay $144.5 million to the Sutherland Springs victims and their families. The deal is now 'pending appeals.' Survivors of the 2017 shooting, which killed 26 people, for failing to disclose Devin Patrick Kelley's domestic violence to the FBI website. If the military had reported the 2012 arrest, it would have barred Kelley from buying weapons from a federally licensed dealer. Kelley purchased four weapons from federally licensed dealers in Texas and Colorado, three of which he carried into the cathedral. Authorities say Kelley fired over 450 rounds at worshippers who were attempting to hide behind pews during the November 2017 shooting.
