Early life
Devlin was born in New York City, the son of actress Pilar Seurat and Don Devlin, a writer, actor, and producer. His father was Jewish and his mother was Filipino. He attended the University of Southern California.

Devlin is married to actress Lisa Brenner.
Career
During the 1980s, Devlin appeared on several television shows as an actor. He appeared in films including My Bodyguard, The Wild Life, Real Genius, and Martians Go Home. Despite being in his twenties, Devlin often played teenage characters.
Devlin began writing scripts as a child. Universal Soldier was his first produced screenplay. He rose to fame as a writer-producer co-producing with producer Roland Emmerich, with whom he teamed after appearing in Emmerich's film Moon 44. They co-wrote and produced Stargate, the first film to have a web page. The team then produced Independence Day and Godzilla. They broke apart following Mel Gibson's film The Patriot in 2000, but they reunited to film Independence Day in 2016. Cellular, Who Killed the Electric Car?, and Flyboys have been produced by Devlin.
Warner Bros.'s first film, Geostorm, was Devlin's debut. The film was supposed to be released in March 2016, but it was postponed for October 2017. Gerard Butler appeared as the leader in this series, as well as Jim Sturgess, Abbie Cornish, Ed Harris, and Andy Garca. On a $120 million budget, the film earned $221 million.
Bad Samaritan, starring Robert Sheehan and David Tennant, Devlin's second film as director was released in 2018.
Devlin directed Leverage, the Triangle miniseries; Leverage, of which he has produced twelve episodes; and The Librarian franchise; and is currently producing The Outpost. He also co-created The Visitor series.
Devlin began working with ABS-CBN in 2019 to produce a new series titled Almost Paradise (originally titled Off Tropic). On May 30, 2020, the series premiered in the United States, and on WGN America, and in 2021, it will premiere on Kapamilya Channel. The majority of the cast members are Filipino, except for the lead, who is played by Christian Kane, who also appeared on Leverage and The Librarians, which is also shot in the Philippines.
From 1999 to 2004, Devlin served as an advisor to ZeniMax Media, a video game company. In addition, Devlin was involved in several video game titles including The 10th Planet and Godzilla Online.
