When going to see his neighbors last Sunday night, Carlos Rivera (left), 50, was shot in the second-story apartment building on North Whipple Street (right). The man had reported a loud noise that was holding him up, according to police, and Rivera was shot in the chest and body as stepping out of his apartment. He was rushed to the Illinois Masonic Medical Center, where he died. As the Windy City faces a 39 percent rise in violent crimes, no arrest has been made over the murder yet.
