The non-lethal weapons in question are 40-millimeter projectile launchers, which fire a foam shot the size of a coke can at 200 miles per hour. Last year, the Los Angeles Police shot them 133 times. The investigation follows the murder of a bipolar man in a Skid Row warehouse in February, where the launchers were used before a real gun was fired. The launchers are under scrutiny due to the fact that some see their image as the non-lethal option being misleading as they can cause serious physical harm

A $50 million lawsuit has been filed against the city by lawyers representing a man who was stunned multiple times by Los Angeles police with a stun gun following a traffic collision. On January 3, a lawsuit was lodged against the LAPD for negligent death and civil rights offences relating to Anderson's restraint and shocking of six times with a Taser in less than a minute. Syncere Kai Anderson's son, Syncere Kai Anderson, and Gabrielle Hansell, the estate's administrator, were charged. The lawyers alleged that the officers used excessively harsh equipment, carelessly and mistakenly deployed the Taser, forgot to obtain instruction on the dangers of asphyxiation while handcuffing Anderson and conspired to conceal and discredit information in false police reports. Anderson was the cousin of BLM co-founder Patrisse Cullors, who had argued for the defunding of American police forces.
