Residents of Montpelier, Vermont, were eagerly monitoring the waters rising on Wrightsville Dam, which was at full capacity by 4 p.m. on Tuesday. If the water rises any further, floodwaters will enter the area, bringing more water down into the city. Since the dam was completed in 1935, the spillwaters have never been required.
