Residents of Montpelier, Vermont, were eagerly monitoring the waters rising on Wrightsville Dam, which was at full capacity by 4 p.m. on Tuesday. If the water rises any further, floodwaters will enter the area, bringing more water down into the city. Since the dam was completed in 1935, the spillwaters have never been required. Vermont's governor said his state was "not out of the woods yet."
