Early career

Powell attended and played high school football at San Diego High School, as well as playing college football at San Jose State University. Charlie Powell, his brother, was also a professional football player.

Professional career

Powell appeared for the Montreal Alouettes and Toronto Argonauts of the Canadian football league in 1957 and 1958. Powell appeared in the American Football League for the New York Titans, Oakland Raiders, and the Buffalo Bills. He has played for the Philadelphia Eagles and the Minnesota Vikings in the National Football League.

Powell, who was possessing the size, speed, and ability to make spectacular plays all around the field, was one of the first names to play in the American Football League. Powell led the AFL in receiving touchdowns in 1960 and in receiving yards in 1962 with the New York Titans. Since being drafted by the Raiders in 1963, he then led the league in both categories.

Powell started his NFL career in 1959 after being drafted by the Philadelphia Eagles and finish second in kickoff returns with a 27-yard average while playing as a reserve defensive back. On October 4, the defending conference champions were defeated by a 95-yard touchdown against the New York Giants, who was included in those returns. After finding that the Eagles' black players would not be allowed rooms at the team's hotel, Powell declined to participate in a 1960 preseason game against the Washington Redskins in Norfolk, Va.

Powell joined the Titans in 1960 and was quickly establishing his football career after a job change by Titans head coach Sammy Baugh, who scored four touchdowns in his first game. Powell and Don Maynard formed the first wide receiver tandem to pass over 1,000 yards per year in receptions during the league's first three seasons. In truth, the pair achieved their feat in 1960, the first year of the AFL's existence. In 1962, they repeated the feat. Powell held a one-man boycott after the Titans defeated the Houston Oilers in a 1961 preseason game in Greenville, S.C., and housed their black players at a run-down hotel in a black neighborhood.

Despite being the team's top receiver, Powell was set to leave for another team after the 1962 season was over due to the Titans' continuing financial issues. Titan founder Harry Wismer sold him on October 19, 1962, in an attempt to gain something for him while also reducing the team's budget.

Powell would be drafted into the team in Oakland on January 31, 1963, and will be the team's final destination. Powell's record in 1993, when he first played for the Raiders, has been up by nine games under new head coach Al Davis' guidance, with Powell scoring 16 touchdowns and catching 73 passes for 1,394 yards.

Powell, together with Bo Roberson, Clem Daniels, and Fred Williamson, refused to play in an exhibition game against his former team, the now rechristened New York Jets are demonstrating his team leadership when they refused to play in a game against his former club, Ladd Stadium.

Powell wanted to be traded to Buffalo in order to pursue career opportunities in the Toronto area, and Raiders owner Al Davis agreed to do so.

With 8,015, he came in third place in yards gained in the AFL, behind Don Maynard (10,289) and Lance Alworth (8,976).

Powell is Oakland's fourth all-time leading receiver, with 50 touchdowns in his four seasons. With five seasons of over 1,000 receiving yards, he has earned American Football League All-Star recognition for four years in a row and was one of a select group of the All-Time All-AFL Team. Following the merger between the AFL and NFL, the latter balloting was held in 1970, and Hall of Fame selectors and wire services selected the winners. Despite only having 479 passes in his career, Powell's career touchdown receptions hit his career high of 26th all-time, while his career touchdown rate of 16.9% (that is, the percentage of his catches that went for touchdowns) was one of the lowest in history.

Powell was selected to the Professional Football Researchers Association's Very Good Class of 2019 in 2019.
