Anita Anand ( AH-nand; born 1972) is a British-Indian radio and television presenter and journalist.

Early life and education

Indira Anita Anand was born in Kentville, Nova Scotia. Her parents were both Indian physicians; her mother Saroj D. Ram (now deceased) was an anesthesiologist, and her father S.V. (Andy) Anand was a general surgeon. Her father was from Tamil Nadu and her mother was from Punjab. Anand has two sisters: Gita Anand, who is an employment lawyer in Toronto, and Sonia Anand, who is a medical doctor and researcher at McMaster University.

The family relocated to Ontario in 1985 and Anand and her husband John raised their family in Oakville. The couple has four children.

Anand holds four degrees: a Bachelor of Arts (honours) in political studies from Queen's University; a Bachelor of Arts (honours) in jurisprudence from Wadham College, Oxford University; a bachelor of laws from Dalhousie University; and a master of laws from the University of Toronto. She was called to the Ontario Bar in 1994.

Anand has held academic positions at Yale, Queen's University and Western University. Before her election, Anand was a law professor at the University of Toronto.

Personal life

Anand is the daughter of Saroj Daulat Ram and Sundaram Vivek Anand, an anaesthetist and general surgeon. The couple immigrated to Kentville, Nova Scotia, in the early 1960s. Anand was born in 1967 and attended Queen’s University, the University of Oxford, and Dalhousie University. Anand articled at Toronto law firm Torys, where she met her husband, John Knowlton.

Anand, her husband John, and four children have lived in Oakville, Ontario, for 18 years.

Over her 18 years in Oakville, Anand has served her local community in a number of ways. She has served on the Board of Directors of the Lighthouse for Grieving Children, the Oakville Hospital Foundation and Oakville Hydro Electricity Distribution Inc. She was also the inaugural chair of the Ontario Securities Commission Investor Advisory Panel.

Anand was awarded the 2022 Global Citizen Award by the United Nations Association in Canada. The award recognizes "role models who have shown generosity, creativity, leadership and solution-seeking, and applied their talents to the challenges they have identified in their local communities, in the country and in the world."

Academic career

Anand was a professor at the University of Toronto Faculty of Law, specializing in corporate governance and capital market control before her political career. At the Faculty, she served as the J.R. Kimber Chair in Investment and Corporate Governance. For the remainder of her term as an elected official, Anand is on leave from the University of Toronto Faculty of Law as of October 2019.

Anand began her legal career at Torys from 1994 to 1997 (with leave to pursue her master's degree), then Torys' articling from 1992 to 1993. She then pursued her teaching career by serving as an assistant professor (adjunct) at the Faculty of Law of Western University from 1997 to 1999. She began teaching at Queen's University in 1999, earning tenure and rising to the rank of associate professor. She received a Fulbright award in 2005 and continued as a visiting lecturer in law at Yale Law School, where she teaches comparative corporate governance. She served as a visiting Olin scholar in law and economics at Yale Law School from 2005-2006.

In 2006, Anand left Queen's University for the Faculty of Law, University of Toronto, where she was a full professor. She served as a dean from 2007 to 2009. Anand served as both the academic director and the Business School of the University of California from 2010 to 2019. At the time of her election, she was a senior fellow at Massey College as the head of policy and research at the Rotman School of Management, as well as being cross-appointed to the University of Toronto's Munk School of Global Affairs and Public Policy.

The Royal Society of Canada's Annand was announced on September 17, 2019. The award is given every year for outstanding contributions to the administration of private and public entities. The Society said that Anand's findings "actually changed global perception of best practices for boards of directors, including the importance of diversity on boards."

Political career

After the incumbent John Oliver declared that he would not run in the 2019 election, Anita Anand won the Liberal nomination for the riding of Oakville, Ontario, on June 12, 2019. For the nomination, she defeated former Member of Provincial Parliament Kevin Flynn and advocate Tamur Shah. Anand captured the riding of Oakville on October 21, 2019, receiving 30,265 votes.

In the 43rd Canadian Parliament, Anand was elected member of Parliament for Oakville on November 22, 2019, to represent Oakville.

On November 20, 2019, Anand was sworn in as a member of the Privy Council and as procurement minister at Rideau Hall.

Anand and her staff acted quickly to bulk buy personal protective equipment (PPE) and medical supplies for Canada's health care system, which came at the start of the COVID-19 pandemic in Canada. Anand and her team embarked on an aggressive procurement program and hired a large number of suppliers to diversify Canada's supply chains in order to ensure consistent PPE availability in a highly competitive industry. The federal government also sponsored large-scale domestic production of medical supplies as part of this program.

Due to the pandemic, the federal government was compelled to accelerate procurement rates in order to purchase rapid tests, reagents, and swabs used for lab-based testing. Anand told the House of Commons Health Committee in April 2021 that Public Services and Procurement Canada had purchased over 2.5 billion articles of personal defense equipment, "with a substantial amount of the equipment being made right here, at home."

The Canadian government recently signed deals with seven leading COVID-19 vaccine suppliers, as well as the manufacturers of vaccines, which require the packaging and administration of vaccines. "We don't know which vaccine is going to be safe, so we can bet on multiple vaccines at the same time," Anand told The New York Times. "We are not putting all our eggs in a basket," she explained, summarizing her plan.

At first, Canada's target was to have enough vaccines to completely immunize all eligible Canadians by September 30, 2021. Anand told The Guardian that she pressed "very, very vigorously for early deliveries from the manufacturers." Early negotiations for delivery were fruitful, enabling Canada to meet and then surpass its immunization target two months ahead of schedule. Canada had received a cumulative total of more than 66.4 million vaccines as of July 2021.

Canada had the world's highest vaccination rate by August 2021.

Anand also helped to finalize Canada's terms with vaccine manufacturers regarding the procurement and distribution of COVID-19 vaccine doses for children. On November 19, 2021, Health Canada approved the Pfizer–BionTech COVID-19 vaccine for use in paediatric populations under the age of 12 years, the first paediatric doses of the vaccine arrived in Canada two days later, on November 21, 2021.

Following the 2021 Canadian federal election, Anand was re-elected to Parliament. With 46% of the vote, she defeated Conservative Kerry Colborne.

On October 26, 2021, Anand was sworn in as Minister of National Defence at Rideau Hall. Since former prime minister Kim Campbell in the 1990s, she is only the second woman in Canadian history to serve as a national defence minister. Anand said that her top priority is combating sexual abuse and ensuring a lasting change in the Canadian Armed Forces.

Anand revealed on November 4, 2021, that she accepted in full an interim report from former Supreme Court Justice Louise Arbour that the investigation and prosecution of military sexual harassment cases related to Canada's civilian justice system. Former Colonel and military prosecutor Michel Drapeau said the decision was a "welcome sign of leadership" and "a timely and strong warning to the military justice system and victims that change is coming."

Anand spoke in 2021 as the keynote speaker at the Halifax International Security Forum on November 19, 2021. Anand laid out her three key goals: strengthening cultural change in the Canadian Forces, better equipping Canada's military by raising military funding, and ensuring that Canada continues to promote peace and stability around the world through its military deployments.

On Anand's suggestion, GM Wayne Eyre was named as Canada's Chief of the Defence Staff on November 25, 2021.

Anand issued a letter on behalf of the Government of Canada that has been affected by sexual misconduct in the Canadian Armed Forces and Department of National Defence on December 13, 2021. Deputy Minister Jody Thomas, who apologized on behalf of the department, and General Wayne Eyre, Chief of the Defence Staff, who apologised on behalf of the military, and Deputy Minister Jody Thomas, who apologized on behalf of the service were among the group's officials.

The Canadian government did approve and deliver a $7.8 million box of lethal weapons to Ukraine just short of Anand's tour in late February.

Anand announced a significant increase of Canada's contribution to NATO activities in Europe just days before the Russian invasion of Ukraine. Operation Reassurance, she announced the deployment of approximately 120 members of an artillery battery in Latvia, as well as the deployment of a new Halifax-class frigate to NATO maritime forces.

HMCS Halifax (FFH 330) departed port and joined NATO maritime forces in the Baltic region on March 19th. "At this moment, it is so critical for us all to unite, stand united, fight unwarranted and illicit Russian aggression," Anand said at the departure ceremony, "we should stand up for peace, deterrence, and the defensive posture on which NATO is based."

Following Russia's annexation, Anand unveiled several additional military aid to Ukraine between February and March 2022, including Carl Gustaf anti-armour arms, rockets, helmets, gas masks, and night-vision goggles. Anand's other military assistance included fragmentation vests and meal packs, 4,500 M72 rocket launchers, and up to 7,500 hand grenades, as well as funds to encourage Ukraine to purchase modern satellite photographs. Anand also announced the acquisition and donation of Canadian-made, specialized cameras for Bayraktar TB-2 drones to Ukraine.

Anand and Austin told reporters that they had discussed further military assistance to Ukraine and the modernization of the North American Aerospace Defense Command.

An additional $50 million in military aid to Ukraine was announced on May 8, including 18 drone cameras, $15 million for high-resolution satellite photos, additional ammunition, and small arms. On May 24, Anand announced at the Ukrainian Cultural Centre in Victoria that Canada had purchased more than 20,000 rounds of artillery ammunition for Ukraine, which are compatible with Canada's M777 artillery guns, costing more than $98 million CAD. On June 15, Anand said that “Canadian assistance continues to flow into Ukraine, and we are working around the clock to find and provide even more military assistance to Ukraine.”

Anand, Latvia's Defense Minister Artis Pabriks, and the Canadian-led NATO Enhanced Forward Presence Battle Group in Latvia upgraded the Canadian-led NATO Forward Presence Battle Group in Latvia to a brigade size at the 2022 NATO Leaders Summit in Madrid, Anand. Canada also pledged new military assistance for Ukraine, specifically six drone cameras and up to 39 armoured combat support vehicles at the summit. In July 2022, Anand's 15th Conference of Defense Ministers of the Americas in Braslia, Anand led an attempt to persuade other countries present to condemn Ukraine's 2022 Russian invasion of Ukraine. "Canada and I, the representative here, felt that it's very important to voice this anxiety in a concrete way at the conference," Anand told Politico. The Russian invasion in Haiti had a negative effect on the region's economies, including the annexation of Ukraine and the violent activities of armed groups that terrorize the population of Haiti, and had no legitimate means to end conflicts, so the Member States of the CDMA are seeking political solutions as soon as possible." The Declaration also included a disclaimer by Canada, Colombia, Dominican Republic, Ecuador, Guatemala, Paraguay, The United States of America, and Uruguay reiterated their "condemnation in the best terms of the Russian Federation's illicit, invasion of Ukraine," according to the remark.

Anand revealed the transfer of up to 225 Canadian Armed Forces troops to Ukraine's Armed Forces, encouraging new recruits to the Armed Forces of Ukraine, Operation Unified. "This is what we do," Anand said, "Training missions like this, supporting our allies and our partners when they are under attack." It's a priority for us as a nation to stand shoulder to shoulder with Ukraine and our allies." "Canada's expertise will give the Ukrainian men and women coming to the United Kingdom to train to protect their country will have a vast pool of experience and skills from both UK forces and our international partners," British defence minister Ben Wallace said.

Anand told the Canadian Broadcasting Corporation in September 2022 that it would expand the capacity of the Royal Canadian Air Force hub in Prestwick, Scotland, by adding a third C-130 Hercules aircraft and boosting its presence to 55 troops, thus enabling it to distribute more military aid to Ukraine.

Anand spent a day in Warsaw, Ukraine, after Russian missiles struck Kyiv and other civilian centers, and spoke with her Polish counterpart Mariusz Bászczak. Under Operation Unifier, Anand, a warsaw, announced the deployment of about forty Canadian Armed Forces combat engineers to Poland to educate Ukrainian sappers. "Canada wholeheartedly condemns those horrific attacks on civilian targets and infrastructure," Anand said on the same day. "All war crimes constitute a war crime."

The next day, at a meeting of the US-led Ukraine Defense Contact Group in Brussels, Anand reported an additional $47 million in military aid to Ukraine, including "artillery rounds, satellite communications, winter clothing, and drone cameras."

Prime Minister Justin Trudeau's 2021 mandate letter told Anand that she should "work with the US to modernize the North American Aerospace Defence Command."

CFB Trenton, Anand, announced a five-point NORAD modernization initiative on June 20, 2022, costing around $40 billion over twenty years. Anand said that there was "the pressing need" to respond to threats such as hypersonic and cruise missiles, and that the initiative would begin "NORAD's next chapter."

"In close cooperation with the United States, we'll establish the backbone of a brand-new northern approaches surveillance system to increase surveillance and early warning threats to our continent," Anand said, "this new technology will enable us to respond to fast-moving threats like hypersonics."

The United States has an insurgent population. "The United States looks forward to continuing to grow our collaboration with Canada on continental defense and security, especially in the Arctic," Ambassador David Cohen said.

Anand revealed on August 24, 2022, that CFB Goose Bay would be one of four northern locations to get basing upgrades under the Government's NORAD modernization initiative's $20.68 billion budget.

"Europe is not the only fault line in the global security environment at the present time," Anand told the Ottawa Conference on Security and Defence in February 2022. "The patterns are there for all to see, clearly," Anand said of China's various assertive activities in the Indo-Pacific region and around the world," and that "the detention of Michael Spavor and Michael Kovrig were among the reasons."

Anand spent his time in Singapore to attend the Shangri-La Dialogue in June 2022, dealing with Chinese interceptions of Royal Canadian Air Force aircraft. "The Chinese interceptions by our (aircraft) are highly concerning and unprofessional, and we must ensure that our pilots' safety and welfare are not in risk, particularly when they are simply monitoring as required under UN-sanctioned missions," she said.

Following Nancy Pelosi, the United States House of Representatives' visit to Taiwan, Anand told CBC News in August 2022 that "it is normal for legislators from our countries to travel internationally, and China's increasing tensions and destabilizing the region."
