Born on January 26, 1914, in Rutherfordton, Rutherford County, North Carolina, Jones attended the public schools of Rutherford County. He received an Associate of Arts degree from Mars Hill College in 1934. He received a Bachelor of Laws from Wake Forest University School of Law in 1937. He was in private practice of law in Rutherfordton from 1937 to 1944. He was City Attorney of Rutherfordton from 1940 to 1943.
