Arwyn Groe (left) paid a parking ticket at a car park in Llangrannog (right), Ceredigion, in July, and debt collectors have been informed that the fine has been forfeited. Mr Groe, a Powys resident, has declined to pay the parking fine because the penalty notice and all subsequent correspondence were not sent in Welsh. Despite losing a lawsuit earlier this year in court, One Parking Solutions Ltd, the car park operators, are pursuing it. Toni Schiavone, the Welsh Government's former teacher and education officer, ruled in Aberystwyth's civil court in May after refusing to pay an English-only parking fine from the same parking company.
