She was born in eastern Tennessee, where her father was a scientist at Oak Ridge and her mother was a graphic designer. She was captivated by animals and nature throughout her childhood. On Watts Bar Lake in Tennessee, she and her siblings spent their summer holidays.
Tobey left Tennessee to attend the Rogers Hall School, a boarding school in Lowell, Massachusetts, where her teachers told her she was not strong enough to be a painter. Tobey obtained a Bachelor and MA degree in theater arts from Adelphi University and then began her career in Long Island, New York.

Tobey now lives in Santa Fe, New Mexico.
