Early life

In Pangia, the present-day Southern Highlands Province, O'Neill was born on February 13th, 1965. Brian O'Neill, the father of Irish descent, was a magistrate of Irish descent, but his mother, Awambo Yari, was of Papua New Guinean descent from the Southern Highlands. In 1949, O'Neill's father arrived in Papua New Guinea as an Australian government field officer (also known as a kiap), and later served as a magistrate in Goroka until his death in 1982.

Peter O'Neill spent the first years of his youth in his mother's village and then went to secondary school in Goroka, where he stayed at his father's urban residence. O'Neill was educated at Pangia Primary School, Ialibu High School, and Goroka High School. He received a Bachelor of Commerce degree at the University of Papua New Guinea (UPNG) in 1986 after leaving school. He obtained a degree in accounting from UPNG. In 1989, he obtained a degree as well as becoming a Certified Practicing Accountant. He became President of the Papua New Guinea Institute of Certified Practical Accountants a year later. O'Neill was formerly a partner with Pratley and O'Neil's accounting company. He combined this with a substantial number of directorships, many as Executive Chairman, including at the PNG Banking Corporation when it was government-owned, and the PNG Banking Corporation.

Peter O'Neill Career

Early political career

O'Neill became a Member of Parliament representing Ialibu-Pangia under Prime Minister Michael Somare's leadership in 2002. O'Neill, a member of the People's National Congress (PNC), was a member of the coalition government and was elected Minister of Labour and Industrial Relations in the Cabinet in 2003 and resigned in 2003 as the Minister for Public Service. However, in 2004, he was voted out of office, and the People's National Congress forced the government to join the opposition. O'Neil became the opposition leader later this year, but Speaker Jeffery Nape did not recognize him and assumed Peter Yamauchi assumed the role instead. O'Neill attempted to vote of no confidence without success, but Somare and Nape did not have procedural problems to prevent this from happening. O'Neill resigned from Somare's government as Minister of the Public Service after the 2007 general election. He was appointed Minister of Finance in July 2010. Sam Abal was named acting prime minister when Somare was hospitalized in 2011, and O'Neill was demoted to Works Minister in July 2011.
