According to a Resolution Foundation study, the cost of electricity per unit is falling, but 7.2 million - or 53% of households - in England will invest more. That's partly because the £400 energy assistance payments made to all households by the government last year won't be available. The study was released ahead of regulator Ofgem's announcement on the energy price cap level from October on Friday.
