Fuad Khalil oglu Guliyev (born 6 July 1941) was the 5th Prime Minister of Azerbaijan.
Early life
Guliyev was born in Baku, Azerbaijan, on July 6, 1941. He attended No. 1 in the city schools. 160 people have worked from 1948 to 1958 and were admitted to the Azerbaijan State Oil Academy the same year. In 1963, Guliyev graduated from the university with a degree in Petroleum engineering. Fuad Guliyev served in the administration of a cement factory in Krychaw, Belarus, from 1963 to 1965. He worked at the Oil Machinery Scientific Research Institute from 1965 to 1973 and was instrumental in the development of new disruptive technologies in Azerbaijan's oil industry. Guliyev served as the Chief Engineer of the Baku Air-Conditioners Factory from 1973-1977. Fuad Guliyev was appointed as the factory's director in 1982, just before Heydar Aliyev left his post as the First Secretary of the Azerbaijan Communist Party's First Secretary.
Political career
Guliyev was named as the Prime Minister of Azerbaijan's Republic after returning to office as the President of Heydar Aliyev. Priority tasks given to Guliyev were implementing reforms in the agricultural sector and preventing further inflation. Guliyev was appointed Prime Minister of Azerbaijan in May 1995, after replacing Suret Huseynov and holding the position until July 1996. In November 1995, Guliyev was also elected a Deputy to the National Assembly of Azerbaijan. During his time as a diplomat in Sumgait, he was involved in the UN initiative establishing a free economic zone and signed a deal with foreign oil companies for exploration, development, and production at the Karabakh oil field. Fuad Guliyev left the position of Prime Minister in 1996 due to his infirmity. Artur Rasizade had him replaced him.
