Elman Rustamov (Azerbaijani: Elman Rüst?mov) is an Azerbaijani politician.
He is the governor of Azerbaijan Central Bank.
Education
He was recruited into the Azerbaijan National Economic University in 1969 after D. Bunyadzade (now Azerbaijan State Economic University) faculty of Planning of National Economy, which was head of Planning of National Economy. He graduated with honors from the University in 1973.
He had completed his PhD at the Azerbaijan National Economic Institute from 1973-1978, a new honor for D. Bunyadzade. He successfully defended the scientific thesis at the Moscow Science Research Institute of Economics in 1986 and received a diploma.
During 1990-1992, he continued scientific research towards a Doctorate degree at the Economic Institute, under the USSR State Planning Committee. He earned a doctorate in 1993 in Doctoral economic science.
Rustamov began working as an economist at the Scientific Research Institute of Economics under USSR State Planning Committee as an economist straight away. He completed military service in Smolensk city after six months and finished it in 1975. He worked at Baku Fine Broadcloth Union of Azerbaijan SSR Ministry of Light Industry from 1978 to 1980 as a head of the department of Economy. After 2 years (Scientific Research Institute of Economy, USASR State Planning Committee), he returned to his first position (Scientific Research Institute of Economy) and spent there until 1990.
He continued his career as a chief advisor in 1991-1992.
In December 1992, Rustamov joined the Central Bank of Azerbaijan. He served as the Assistant Chairman of the Management Board at Agrarian – Industrial Union Joint Stock Bank from 1993 to 1994. He was first appointed to the First Deputy Chairman of the Management Board of Azerbaijan Central Bank in 1994. Heydar Aliyev, a 1995 academic nominator, was nominated to the governorship by the Order of the Azerbaijan President. He was reappointed for the second, third, and fourth time in 2000, 2005, and 2010.
Since 1995, he has been Administrator for Azerbaijan, at World Bank Group, MIGA, and European Bank for Reconstruction and Development.
