High school career

Fuller attended Roman Catholic High School in Philadelphia, Pennsylvania, where he played high school football for the Cahillites. He has four brothers (he has four sisters). He was named MVP of the Philadelphia Catholic League 4A as a senior in 2012.

Rivals.com rated him as the 19th best wide receiver prospect in his class. On June 3, 2012, he first agreed to play college football at Penn State University after receiving a scholarship offer while on vacation. Fuller, on the other hand, would continue his dedication to Notre Dame on August 5, 2012.

College career

As a freshman at Notre Dame, the fuller spent only six passes. On October 26, 2013, Tommy Rees scored his first touchdown against the Air Force on a 47-yard pass. In the game, he gained 160 yards per catch, averaging 26.6 yards per catch, which led the team.

Following an impressive off-season and ending with the Irish having a breakout season, Fuller emerged as a starter in his sophomore year. He had 76 receptions for 1,094 yards with 15 touchdowns, tying Golden Tate for the school single season record. His 15 touchdowns ranked for third place in FBS, behind Colorado State's Rashard Higgins and Alabama's Amari Cooper. He made nine passes for 159 yards and three touchdowns in a game against Northwestern, the highests in his career. Following the season, Sports Illustrated named him as an honorable mention All-American.

With two touchdowns on seven receptions for 142 yards against Texas, the fuller started his junior season. Fuller caught five passes for 124 yards and two touchdowns against the Virginia Cavaliers this week, with the game-winning touchdown pass from DeShone Kizer on 12 seconds left. In Notre Dame's third game of the season, he had six receptions for 131 yards and a touchdown against Georgia Tech, a 30–22 victory. He had three receptions for 131 yards, including a 75-yard touchdown to defeat USC 41-31. Fuller at Pitt had seven passes for 152 yards and three touchdowns, resulting in a 42–30 win. His three touchdowns enabled him to top both Golden Tate and Jeff Samardzija on the career touchdown list, placing him second only behind Michael Floyd's 37. In a losing attempt against Ohio State in the Fiesta Bowl, fuller caught six passes for 113 yards, including an 81-yard touchdown. Fuller finished the season with 62 catches and a career-high 1,258 yards with 14 touchdowns. According to the Associated Press, he was named as a second-team All-American.

Fuller revealed on January 3, 2016, that he will forego his senior year and enter the 2016 NFL Draft. He finished his Notre Dame career with 144 receptions for 2,512 yards (17.4 avg) and 30 touchdowns.

Professional career

Fuller completed the 40-yard dash in a record time for wide receivers at the 2016 NFL Scouting Combine, clocking in at 4.32 seconds.

With the 21st overall pick in the 2016 NFL Draft, the Houston Texans selected Fuller in the first round. He was the second wide receiver drafted in the 2016 NFL Draft, only behind Baylor's Corey Coleman, who was drafted with the 15th overall pick and the Cleveland Browns.

Fuller had five receptions (on 11 targets from quarterback Brock Osweiler) for 107 yards and a touchdown in his first NFL game against the Chicago Bears on September 11, 2016. He had 104 receiving yards on four receptions, with one of them a juggled catch for 53 yards in the next game against the Kansas City Chiefs. The Texans won by 19–12 points. Against the Tennessee Titans, Fuller punted 67 yards for a touchdown two weeks later. He made history by becoming the first player to record both a punt return touchdown and a receiving touchdown in the same game (as he had a touchdown reception prior to the game). The Texans defeated the Texans 27-20.

In the Wild Card Round on January 7, 2017, Fuller made his postseason debut against the Oakland Raiders. In a 27-14 win, he had four receptions for 37 yards. In the Divisional Round against the eventual Super Bowl LI Champion New England Patriots, his postseason will come to an end next week. Fuller had three receptions for 16 yards in a 34-32 road loss.

Fuller had 47 receptions for 635 yards, 196 return yards, two receiving touchdowns, and a return touchdown in 14 games and 13 starts in his rookie season.

Fuller suffered a broken collarbone in training camp on August 2, 2017 and was forecast to miss 2 to 3 months. Fuller was called into full participation in the Texans' activities on September 27, 2017.

In Week 4, the Texans defeated the Tennessee Titans 57–14 for a 57–14 victory, bringing four passes for 35 yards and two touchdowns as well as a four-yard rush. Fuller finished with two passes for 57 yards and a touchdown in the 43-23 loss in the next game against the Kansas City Chiefs. The Texans defeated the Cleveland Browns by a score of 33–17 on Monday, with a quarterback who had two passes for 62 yards and a touchdown. The Texans went on the road to face the Seattle Seahawks after a week 7 bye. Fuller had five passes for 125 yards and two touchdowns in a game that had lost 41–38.

Fuller completed the 2017 season with 28 receptions for 423 yards, 135 return yards, and seven receiving touchdowns in ten games (all starts).

Fuller missed the New England Patriots' season opener due to a hamstring injury. The Texans defeated the Texans 27-20. He made his season debut against the Tennessee Titans in Week 2 as the second receiver on the Texans' depth chart. In the 20-17 road loss, he had eight receptions for 113 yards and a touchdown. Fuller had another good outing in the following game, a 27–22 loss to the New York Giants. He had five receptions for 101 receiving yards and a touchdown. In a 37-34 overtime victory over the Indianapolis Colts, he scored his third game in a row with a touchdown. Fuller tore his ACL at the Miami Dolphins' Week 8 42-23 home win, effectively ending his season. He finished the season with 32 receptions for 503 yards and four touchdowns in seven games and starts. The Texans finished 11-five with an 11-5 record and lost by 21-07 to the Colts in the Wild Card Round.

The Texans selected the fifth-year option on Fuller's employment on April 26, 2019.

Fuller returned from his injury in time for the Texans' season opener against the New Orleans Saints. In the 30–28 loss, he had two receptions for 69 yards. Fuller finished with 217 receiving yards in Week 5 of his NFL career, his first appearance in his NFL career with 200+ yards in a game. In the 20–17 victory over the Indianapolis Colts, he racked up 140 yards on seven receptions.

In 11 games and starts, Fuller finished the 2019 season with 49 receptions for 670 yards and three touchdowns. The Texans were ranked as the top seed in the playoffs with a 10–6 record and were the top seed in the AFC South. Fuller had five passes for 89 yards in the Divisional Round against the Kansas City Chiefs, despite having a 28-0 lead in the second quarter.

DeAndre Hopkins, Fuller's teammate, was traded to the Arizona Cardinals in the offseason, making Fuller the Texans' number one wide receiver. Fuller had eight receptions for 112 yards against the Kansas City Chiefs in Week 1, defeating the 34-20 loss. Fuller caught six passes for 108 yards and a touchdown in Week 4 against the Minnesota Vikings, defeating them 31–23. Fuller appeared to have a touchdown pass to potentially tie the game that was reversed after further investigation. In Week 6, he had six receptions for 123 receiving yards and a touchdown against the Tennessee Titans, defeating him 42–36. Fuller completed 5 passes for 100 yards against the Jacksonville Jaguars in Week 9, including a 77 yard touchdown, during the 27-26 victory. In a 41–25 victory over the Detroit Lions in Week 12, Fuller caught six passes for 171 yards and two touchdowns. Fuller was suspended six games for breaching the league's rules on performance-enhancing drugs on November 30. He missed the first game of the 2021 NFL season and missed the last five games of the season. Fuller finished the season with 53 catches for 879 yards and eight touchdowns, which were all career highs.

Fuller signed a one-year deal with the Miami Dolphins on March 20, 2021. On October 6, 2021, he suffered a broken thumb in Week 4 and was put on injured reserve.
