Early life
Santiago is the daughter of a Cuban father and a Puerto Rican mother. She was born in the South Bronx, New York City, and attended Our Lady of Victory Grammar School. When she was 13 years old, her family migrated to Homestead, Florida.
Santiago graduated from South Dade Senior High School and enrolled in psychology at the University of Miami on a scholarship. She became interested in acting as a University of Miami undergraduate. She continued to post-graduate study in theater and arts at Southern Methodist University, eventually earning a Master of Fine Arts degree. In the 1980 season, Santiago joined Timber Lake Playhouse in Mount Carroll, Illinois, where she appeared in many roles, including Maria in West Side Story.

Career
Santiago made her big screen debut in 1984 with the dance drama film Beat Street, and later this year, she starred in the NBC crime drama Miami Vice opposite Don Johnson. The series ran from five seasons to 1989. Santiago appeared in a number of made for television films, including The Cosby Mysteries (1994) and To Sir (1996) opposite Sidney Poitier, and To Sir (1995) and To Sir.
Santiago appeared on Long-running CBS soap opera Carmen Santos in 1999, as the actor playing playing crime boss Carmen Santos.
