He appeared in Stolen Summer, a film made during Project Greenlight, in 2002. In two episodes of Smallville, Ryan James appeared as Ryan James.

Kelley received an Independent Spirit Award for his appearance in Mean Creek in 2004. He appeared in the film The Dust Factory in 2004. Kelley appeared in the film Letters from Iwo Jima in 2006. He was a marine in the film Letters from Iwo Jima. In Outlaw Trail: The Treasure of Butch Cassidy, he also played Roy, a great-nephew of Butch Cassidy.

He appeared in the film Prayers for Bobby starring Sigourney Weaver, which premiered on Lifetime in January 2009. The Contra Costa Times called Kelley's portrayal of Bobby Griffith a "stirring display." Ben Tennyson appeared in Ben 10: Alien Swarm in November. Kelley appeared in the television film Sexting in Suburbia in January 2012, with Liz Vassey and Jenn Proske. In 2014, Kelley became part of the MTV show Teen Wolf as Jordan Parrish, a young deputy whose supernatural appearance caused continuing media buzz, although neither viewer nor Kelley himself knows what Parrish is, but later learned he is a Hellhound.
