Officials say Coalinga, a tiny farm town nestled in the mountains between Fresno and Bakersfield, is so poor that it will need $2.5 million to buy enough water to last the year, at a premium from opportunistic price gougers. The city's entire budget is $10 million. Legislators in Sacramento, as well as the United States Bureau of Reclamation, have pleaded for assistance in order to expand the town's increasingly strained water supply. In a predominantly Republican town home the hundreds of farmers, nearly 17,000 people have started stockpiling five-gallon water jugs as water becomes more scarce.
