Early life

Brown was born in Cambridge, son of Heather R. and John F. W. Brown. Paul, his younger brother, is a bachelor. He lived in Portsmouth, Hampshire, until the age of seven, then migrated to East Sussex, where he attended Lewes Priory School. In 1979, he graduated from the London School of Economics and Political Science with a Bachelor of Laws (LL.B).
