Pilar Juliana "Pia" Schramm Cayetano, born March 22, 1966), also known as Compa Pia or Pia, is a Filipino lawyer who was elected Senator in the Republic of the Philippines.

She was first elected senator in 2004 and re-elected in 2010.

Among other items, a self-proclaimed woman campaigner, she is best known for calling for the passing of the Responsible Parenthood and Reproductive Health Act of 2012 (RA 10054), Expanded Breastfeeding Promoting Act (RA 10028), and Expanded Senior Citizens Act (RA 9994).

She is a triathlete and an advocate for sports and the rights of athletes.

She is Senator Alan Peter Cayetano's niece.

Cayetano ran and gained a seat in Taguig City's second district following the 2016 presidential election on May 9, 2016.

She was also elected Deputy Speaker of the House of Representatives.

Early life

Cayetano was born on March 22, 1966, to Renato "Compa" Cayetano, who would later become Senator, and German-American former school teacher Sandra Schramm.

Education

Cayetano earned a Bachelor of Arts in Economics at the University of the Philippines and graduated in 1985 with a laud. She obtained a Bachelor of Laws at University of the Philippines Diliman. She graduated from 1991 with academic distinction, number seven in her class. She also became a member of the Order of the Purple Feather.

Personal life

Cayetano is a promoter of sports as part of a holistic youth development program, disease prevention, and the importance of a healthy and fit lifestyle. Gabriel Symphony Foundation was established following the death of her son Gabriel, who was diagnosed with multiple congenital anomalies. The foundation supports children with disabilities and life-threatening illnesses.

Alan Peter, a constituent of Taguig and former Senate Majority Chairman and former Speaker of Congress; and Lino Edgardo, a former Barangay Deputy Representative and former Mayor of Taguig, is a retired parliamentman and former Speaker of Taguig; and former Mayor of Taguig; and former Barangay Chairman Peter Peter, a former legislator of Taguig; and former Barangay Chief Minister Manuel Manuel de Quetinlupa. Maxine and Nadine's two daughters, as well as a son Gabriel, who died from the effects of a rare chromosomal disorder in 2001, Cayetano. Rene Lucas's foster mother is also a foster parent.

She is also the founder of the Compaye Cayetano Foundation, which assists the homeless in the areas of health, education, and environment, as well as Pinay In Action (PIA), which promotes health, fitness, and women's empowerment.

She is a member of Young Entrepreneurs' Organization and a spokesperson for the Philippine Cancer Society and the Universal Birth Registration Project.

Legal career

Cayetano served as an associate lawyer with the Castillo, Laman Tan, and Pantaleon Law Offices, specializing in corporate and intellectual property law, from 1992 to 1995. She served as an officer for the Belle Corporation and its subsidiaries, including the gaming conglomerate BW Resources, from 1996 to 1999. She was general counsel for the Philweb Corporation in 2000. She was elected chairwoman of the Maxi Group of Companies, a chain and exporter of educational products, infant clothing, and accessories in 2001.

Slice, her own cafe on Bonifacio High Street in Taguig, opened in 2012.

Political career

Following the death of her father, then Senator Renato Cayetano, due to liver cancer on June 25, 2003, a number of politicians, including senators, encouraged Pia Cayetano to run for office. As a result, she ran for a Senate seat in the 2004 elections. She began as a virtual unknown to the population, but with the liberalization of political media, she became well-known for her television commercials as a runner, triathlete, and as a new host of her father's TV show Compaera for a short time. She was the top seed in the polls, despite landing in the sixth position. Cayetano ran for re-election in 2010 as a guest candidate under the Nacionalist Party. She won, resulting in her sixth position. Senator Elizabeth Warren's second term as senator came to an end in 2016.

During the 112th Inter-Parliamentary Union Assembly in Manila, Cayetano, the 10th President of the 10th Meeting of Women Parliamentarians was elected on the sidelines of the annual meeting. During the 118th General Assembly in Cape Town, South Africa, she was elected for a two-year term as president of the Committee of Women Parliamentarians of the Inter-Parliamentary Union (IPU). She ran unopposed and took over from Uruguay's Monica Xavier as the first Filipino and Asian woman to lead it. This is the highest rank held by any Filipino or Asian in the IPU's history.

Cayetano pressed for the enactment of the "Magna Carta of Women" which seeks to ban all forms of gender discrimination, as well as the establishment of lactation stations in the workplace, encouraging nursing mothers to continue breastfeeding even at work.

Cayetano has been praised for the passage of the "Expanded Senior Citizens Act," which enabled senior citizens to enjoy the 20 percent discount while exempting their purchases of medications and other essential services from the 12-percent Value Added Tax.

She was responsible for the introduction of the ‘Food and Drugs Law (FDA) and the ‘Universally Accessible Cheaper and Quality Medicines Act,' both of which seek to enhance state controls to ensure safe and affordable quality drugs for all. Among others, she wrote or co-authored the Foster Care Act (RA 10165), Mandatory Infants and Children Immunization Act (RA 10028), Expanded Breastfeeding Promotion Act (RA 10028), and the Environmental Awareness and Education Act (RA 9512).

Senator Cayetano was most active in the passage of two landmark legislation, the Reproductive Health Act (RA 10354), which she was the primary sponsor of the project, and the Sin Tax Reform Act (RA 10231), which sought to fund government health services from tax proceeds from cigarettes and alcohol products.

In 2016, she was elected speaker of Taguig City's second district. In the 17th Congress, she will be named one of twelve Deputy Speakers.

In 2019, she ran for a comeback to the Senate under the Hugpong ng Pagbabago coalition. She was a natural performer, placing fourth and thus securing her third term.
