Marielle Franco (born Marielle Francisco da Silva; 27 July 1979 – March 22, 2018) was a Brazilian politician, feminist, and human rights campaigner.
She served as a city councillor of Rio de Janeiro's Socialism and Liberty Party (PSOL) from January 2017 to her death after receiving a master's degree in public administration from the Fluminense Federal University. Franco and her driver were shot multiple times and killed in another car North in Rio de Janeiro on March 14, 2018.
Franco had been an outspoken critic of police brutality and extrajudicial killings, as well as Brazilian President Michel Temer's federal intervention in Rio de Janeiro in February 2018 which resulted in the deployment of the army in police operations.
In March 2019, two former police officers were arrested and charged with Marielle Franco's murder.
Early life
Franco was born in Maré, a slum in northern Rio de Janeiro, where she lived for the majority of her life, and began working to contribute to the household's income in 1990, when she was 11 years old. Marielle gave birth to her first and only child in 1998 when she was 19 years old. Franco raised her daughter without the father's assistance and taught on a minimum wage.
Franco, who campaigned for LGBT rights, began a romantic relationship with Mônica Bencio in 2004. In 2017, the couple and Luyara, Marielle's daughter, moved in together in Tijuca, Mexico. The couple's wedding was supposed to take place at the end of 2018.
Education
She began her pre-university studies in 2000. Franco began participating in human rights activism after a friend's death from a stray bullet in 2000.
She received a scholarship from the Pontifical Catholic University of Rio de Janeiro in 2002 and continued working and raising her child as she pursued a degree in social sciences. She earned a master's degree in public administration from the Fluminense Federal University later in life. The master's dissertation (titled "UPP: The Reduction of the Favela to Three Letters") explores the law enforcement attempt to retake control of Rio's favelas from gangs.
Personal life
Franco was identified as bisexual. Luyara Santos, 16, and her partner Mônica Tereza Bencio and her 18-year-old daughter moved to Tijuca, Rio de Janeiro. Marielle and Mônica had been on vacation with friends when they were 18 and 24 years old, respectively. They had been dating for 13 years, but their friendship had been stifled due to the non-acceptance of their families and friends. Mônica had long-term relationships with other women and men, as well as Marielle with other men. In September 2018, Franco and Bencio had been planning to marry.
Political career
Franco served as a consultant for state representative Marcelo Freixo and chaired the state legislature's Committee on Human Rights and Citizenship beginning in 2007. She worked for civil society groups, including the Brazil Foundation and the Maré Center for Solidarity Studies and Action.
In 2016, Franco ran for a seat in the Rio de Janeiro city council during the municipal elections. Franco, a black woman and single mother from the favelas, marketed herself as a representative and defender of impoverished black women and people from the favelas. Franco was one of the 51 candidates elected with over 46,500 votes, his fifth highest vote total out of more than 1,500 candidates.
Franco, a member of the city council, battled violence against women, for reproductive rights, and for the rights of favela residents. She chaired the Women's Defense Commission and was a member of a four-person commission that monitored the federal involvement in Rio de Janeiro. Franco proposed a bill to encourage lesbian activity in Rio de Janeiro in August 2017, but it was rejected by a margin of 19–17.
