Kathleen Sebelius (née Gilligan), born May 15, 1948), is an American businesswoman and politician who served as the 21st United States Secretary of Health and Human Services from 2009 to 2014.
She served as the fourth governor of Kansas from 2003 to 2009, becoming the second woman to hold the position.

Early life and education
Sebelius was born and raised in Cincinnati, Ohio, as the niece of Mary Kathryn (née Dixon) and John "Jack" Gilligan. Sebelius was the second youngest of four children in her household. Her family owned funeral houses, and her father was a city councilor in Cincinnati. Jack Gilligan ran for congress near the end of Sebelius' time in high school and served one term in Congress. Sebelius was the governor of Ohio when Sebelius was 21 years old. Sebelius served in her father's campaign while traveling around the state. Her family was Catholic and has Irish ancestry.
She attended Summit Country Day School in Cincinnati and graduated from Trinity Washington University in Washington, D.C., with a B.A. Politics is a branch of science. She earned a Master of Public Administration degree from the University of Kansas later in life. In 1974, she migrated to Kansas.

(b. 1982) and John (b.) 1985 (broadcasting). Her husband served as a United States Magistrate Judge in the District of Kansas for 16 years before retiring in 2019.
