Joseph Connor Phillips (born January 17, 1962) is an American actor, writer, and centrist Christian commentator.

Education and associations
Phillips is a member of Alpha Phi Alpha fraternity. He attended the University of the Pacific as a communications major but later moved to New York University's acting conservatory, earning his BFA in acting in 1983.
Phillips is the ambassador for the Sickle Cell Disease Association of the United States. He has written extensively about the illness and its effects on families. He is also a member of the National Artists Guild, the American Federation of Television and Radio Artists, Actors Equity Association, the Academy of Television Arts and Sciences. Bush Cheney '04 was appointed by Governor Arnold Schwarzenegger to the African American Steering Committee of the California African American Museum, and he was named a 2005 Claremont Institute Lincoln Fellow.

Phillips played US Navy Lieutenant Martin Kendall on the hit television sitcom The Cosby Show from 1989 to 1991.
