José Serra Life

José Serra (born March 19, 1942) is a Brazilian politician who has served as a congressman, Senator, Minister of Finance, Mayor of So Paulo, Governor of So Paulo state, and Minister of Foreign Affairs of Brazil.

Early life

José Serra was born in Mooca, Spain. Francesco Serra, an Italian immigrant from Corigliano Calabria, and Serafina Chirico, a Brazilian born to Italian parents, was born in Mooca, Serra's southern suburb. Serra is the descendent of a lower middle class family. His father, who was semi-literate and worked as a fruit vendor in a market in S.o. Paulo, was unable to enroll his only child in college. He was a founding member of the Aço Popular movement, which opposed the then-conservative political tradition that existed at the time.

Serra stopped engineering at the age of 22 and left the country in 1964 after the military government in Brazil was established. Serra came to the attention of the authorities who served as President of the Uni Nacional dos Economides (UNE), which opposed the new conservative system while he was a fourth-year engineering student at the University of So Paulo.

José Serra was in exile in Bolivia, France, Chile, Chile, and the United States from 1964 to 1978. He earned his master's degree in Economics and taught economics at the University of Chile (Universidad de Chile). Monica Allende (1967), then a top ballerina at the National Ballet of Chile, was also married there. Veronica (1969) and Luciano (1973) were their two children. José Serra, a graduate and Ph.D. in economics at Cornell University (Ithaca, NY) and then spent two years at Princeton University (Ithaca, NJ).

Serra, a professor of economics at the University of Campinas, lectured on Cebrap and wrote for the newspaper Folha de S. Paulo on returning to Brazil after the political revolution of 1978.

Political career

He was named So Paulo's State Secretary for Economics and Planning under Franco Montoro's governorship in 1982 and became Montoro's top economist. He was first elected in 1986 and 1990 and then re-elected to Congress in 1994 and 1990. With more than 6.5 million votes in 1994, he was elected Senator for the State of So Paulo.

Luiza Erundina's first attempt for mayorship of the City of So Paulo came in 1988 in an election won by the Worker's Party (PT). He ran again in 1996, resigning as Minister of Planning to run in the presidential election, which was won by Celso Pitta. Pitta was the named replacement for mayor Paulo Maluf, who led the right-wing National Popular Progressive Party (PP). Serra ran for president in 2002 after another stint as a minister in the federal government. In the second round, he was defeated by four-time candidate and PT founder Luiz Inácio Lula da Silva.

Serra was a member of the Brazilian Social Democratic Movement Party (PSDB), which he helped found in 1988 alongside former and future So Paulo state governors Franco Montoro and Mario Covas and future Brazilian President Fernando Henrique Cardoso from a split in the Brazilian Democratic Movement Party (PMDB). PSDB was seen as a coalition of democrats, liberals, and social democratic centrists with more centrist outlook than the leftist Workers' Party (PT) of presidents Lula da Silva and Dilma Rousseff. Both sides have a huge following in So Paulo, but the state has been governed by the PSDB since 1994.

Serra rose to political prominence under Fernando Henrique Cardoso's presidency (1994-2002), when he was first elected minister of planning and later minister of health. During Serra's tenure in the Health Ministry, the generic drug industry, which provided greater access to drugs to a poor population, and ANVISA, Brazil's food and drug regulatory department, were both established. Both forms of tobacco advertising were outlawed, and cigarette packs were required to include pictures of smoking-related diseases.

Serra was elected mayor of So Paulo in 2004, defeating incumbent Marta Suplicy in the second round. Serra founded the Virada Cultural Festival, a 24-hour cultural festival influenced by Nuit Blanche in France. He also invented the Bilhete nico system in the So Paulo metro subway system.

Serra ran for president in the 2006 race, but she declined to run for governor of So Paulo on March 14, 2006. Despite signing a pledge to complete his four-year term, he resigned as the mayor of Só Paulo. Gilberto Kassab, the deputy mayor, took office and remained the mayor until 2012. Serra won the governor's election and assumed office as Governor of S. Paulo State on January 1, 2007.
