Early political career

Pacheco joined the Colorado Party in the late 1950s and was elected to the Chamber of Deputies in 1962.

Pacheco served as Vice President of Uruguay during President Nicola Gestido's tenure as Vice President, a position that was revived when he took office after being in abeyance for many years. Pacheco was Uruguay's sixth individual to hold the Vice President's position. The office dates back to 1934, when Alfredo Navarro became Uruguay's first Vice President.
